The association was founded by Betsson, ComeOn Group, Entain, Flutter, Kindred Group, LeoVegas and William Hill. bet365 is also presented among its members. Its stated aim was a system in which stable and responsible operators could apply for a licence to offer online gambling under Finnish law, comply with regulatory requirements on problem gambling, and pay tax in Finland.
That aim has now been achieved: the Gambling Act 10/2026 creates exactly such a system from 1 July 2027.
For anyone mapping this market, the membership list is a useful signal and a limited one. These are companies with a declared, documented interest in a licensed Finnish market, which is more than can be said of most names on speculative applicant lists. It is not evidence that any of them has applied. Only LeoVegas among them has confirmed an application.
