Finland Gambling Licence Tracker
Track licence applications, applicants, brands and market-entry developments as Finland prepares to open its regulated gambling market on 1 July 2027.
The National Police Board does not publish the names of applicants. Records here are assembled from company statements, investor communications, conference disclosures and verified reporting. Each record shows its source, source date, verification date and a confidence tier. Regulator-only aggregates are shown as such.
Filings slowed over the summer, then accelerated
The count has been published five times since the window opened on 1 March 2026. The shape matters more than the total. Applications reached 50 in June and only 57 by the end of July, seven in seven weeks, which is what we misread as a plateau. Between then and 22 September a further eighteen arrived. The rate roughly doubled going into the autumn, nine months before the market opens. There is no deadline for applying and no statutory cap on the number of operators, so the count can keep rising.
Application dates are shown as a single date but are often known only to the month or quarter. Each record page states the precision we actually hold, alongside the source, the source date and the verification date. Where a date is approximate, treat it as the earliest point in the period. 2 November 2026 — The National Police Board has published a register of granted licences, which we had repeatedly said it did not and would not do. That claim is withdrawn and logged in the corrections log. The register lists 19 holders with numbers RALU/2027/L101 to L119, valid 1 July 2027 to 30 June 2032, with 63 applications pending and none rejected. The licence number is a sequence counting licences from 101, which answers the question we declined to guess at when Hippos ATG published L108. Figures on this page now read 82 applications and 19 licences granted, and the tracker is being rebuilt against the register rather than against company disclosures.
16 October 2026 — First licence recorded. Wildz Group added at Granted status: the National Police Board issued a letter on 15 October granting a five-year licence from 1 July 2027, confirmed by the company's chief executive. The regulator has published no licence outcomes, so this record rests on the licensee's own statement. The aggregate figure has been raised from 75 to 78, sourced to Iltalehti on 10 October. Licences granted on this page changes from 0 to 1. Identified applicants: 7 of 78.
23 September 2026, later — The National Police Board told Yle it had received 75 gambling licence applications as of 22 September, against 50 in June. The aggregate figure on this page, the chart and the share-of-field bar have been updated from around 50 to 75. Our earlier reading that filings had plateaued has been withdrawn and logged in the corrections log. No application has been decided. Identified applicants: 6 of 75.
23 September 2026 — FDJ United added at Confirmed confidence: its Finland lead stated to Yle that the application was filed in May 2026, and the group announced a Superpesis partnership conditional on the licence. SuomiVeto added at Reported confidence: a supplier contract and a stated intention to launch are established, a filing is not. Source links added to the LeoVegas record. All records re-verified. 16 September 2026 — Veikkaus added at Confirmed confidence: the company stated in its H1 results that it has applied for both the exclusive licence and a gambling licence for the competitive market. SpinCore Group and Hippos ATG added at Reported confidence. Identified applicants: 4.
15 September 2026 — Tracker published. LeoVegas Group recorded at Confirmed confidence, sourced to a statement by its Managing Director Nordics. Identified applicants: 1.
