finland-licence-register-published

Finland published the licence register, and it answers a question we said we could not answer

Nineteen holders, numbers L101 to L119, 63 applications still pending and nothing rejected. The register answers the licence-numbering question we said we would not guess at, shows that the first company to announce was not the first to be granted, and makes clear that 19 licences are not 19 competitors.

licence-starting-gun-regulatory-integration

The Finnish licence is a starting gun, not a finish line: you cannot begin regulatory integration without it

The first licensee says regulatory system integration and testing require licensed operator status. That makes the decision date the start of the build, not the end of it. Hippos ATG has eight months of runway. An operator licensed in May 2027 would have eight weeks.

second-finnish-licence-hippos-atg

The second Finnish licence came with its paperwork, and the paperwork says the queue is slower than advertised

Hippos ATG filed on 2 March 2026, the second day applications were open, and received its decision on 19 October. Seven months and seventeen days against a published target of three to six. Its compliance officer published the decision document, which carries a licence number the regulator has never explained.

wildz-first-finnish-licence

Finland's first gambling licence has been granted, and the company told us, not the regulator

Wildz Group says the National Police Board granted it a five-year licence on 15 October, the first anyone has publicly confirmed. The regulator has published nothing. Seven and a half months after applications opened, the first decision has arrived from the licensee's own announcement.

Illegal casino ads are running on Finland's biggest news sites, and the problem gets harder in July 2027

Finnish-language casino advertising offering a 500 euro bonus appeared on Iltalehti, Helsingin Sanomat and Hufvudstadsbladet this month. No contract between publisher and casino was needed. From July 2027, when some gambling advertising becomes legal, blocking the category stops being an option.

magicporo-affiliate-marketing-fine

Finland attached a 1.2 million euro fine to an affiliate operation, then a court paused it

The National Police Board's 2026 figures show conditional fines of up to 1.2 million euros attached to companies, and every fine actually collected levied on an individual. The biggest belongs to a Cyprus company running Finnish casino content, and an administrative court has just suspended it.

A Finnish hockey club just raised eight million euros, and that changes what it can charge a gambling sponsor

HC TPS wrote off six million in debt and kept two million in capital, funded mainly by its Supercell-founder owners. With affiliate and influencer marketing closed, sponsorship is one of the few acquisition routes left, and a club that does not need money this quarter negotiates differently from one that does.

Market

Operators that targeted Finns illegally get to keep those players, and that is the reform's sharpest competitive fact

The transfer needs the player's consent, and the relationship survives. Veikkaus enters the competitive market with 2.7 million registered customers in a country of 5.6 million. The operators with nothing to carry across are the ones the reform was meant to let in.

kho-professional-betting-tax-ruling

Finland's top court just made professional betting cheaper to lose at, and that cuts against channelisation

A bettor who staked 365,606 euros across 2,145 bets may now deduct every stake, not only the winning ones. The Tax Administration had added 112,000 euros to his income on a profit of 41,100. The ruling also quietly lowers the tax penalty for betting outside the licensed market.

what-finnish-marketing-rules-permit

Marketing

What Finland's marketing rules actually permit, and what that does to a launch plan

Television, radio, newspapers and an operator's own channels are open. Affiliates, influencers and telephone marketing are not. Reach is available and targeting is not, which inverts the usual order of a market entry and favours whoever can fund a brand campaign.

arithmetic-of-the-licence-queue

Seven months, 75 applications, no decisions: the arithmetic of the queue

For every current applicant to be decided before the market opens, the regulator needs to clear eight to nine decisions a month from here. The rate so far is zero, and that is not a criticism. It is a planning constraint nobody has stated.

channelisation-wrong-number

Market

Channelisation is the wrong number to judge Finland's reform by

It measures where the money goes, not what the money does. A market can move spending into licensed channels, concentrate it among heavier players, increase total volume, and report that the reform worked.

finland-enforcement-ladder

Finland's enforcement ladder has six rungs, and the fine is only the third

Prohibition decisions are flat year on year. Conditional fines ordered paid went from one to six. The Board is not catching more people, it is escalating against the ones it already has, and the rung that matters commercially is the payment block.

Suppliers

The software licence deadline is 2028, and it is the one operators do not control

Software licence applications open on 1 July 2027. Licensed software becomes mandatory on 1 July 2028. The year between them exists so the market can open at all, and it hands operators a deadline that depends entirely on somebody else's application.

Veikkaus is buying a retention engine in public, and 75 competitors can read the specification

The state operator's procurement notice names customer retention, player lifetime value and revenue as objectives. It does not name harm prevention. Because Veikkaus is state-owned, the document is public, which makes the incumbent the only company in this market whose build plan its rivals can read.

Finland is on course to be more densely licensed than Sweden, in a market half the size

Sweden has 89 licences and twice the population. Finland has 75 applications and has decided none of them. Work the comparison through and it produces a threshold: grant more than about three in five, and Finland opens denser per head than Sweden.

influencer-marketing-fines-finland

Marketing

Finland is fining influencers six figures for gambling marketing, and the new Act bans the practice outright

The National Police Board has imposed conditional fines on six individuals this year, the largest 100,000 euros. Six fines against one last year, under the law that is about to be replaced by a stricter one. The same interview also gives a processing time that contradicts the regulator's own figure from the same week.

seventy-five-applications-no-decisions

Finland now has 75 licence applications and no decisions

The National Police Board received 75 gambling licence applications by 22 September, up from around 50 in August. It has decided none of them. We read the summer figures as a plateau, and that was wrong.

nine-days-eu-aml-regulation-finland

Finnish licensees get nine days before the EU money laundering regulation lands

Finland's market opens on 1 July 2027. The EU Anti-Money Laundering Regulation starts to apply on 10 July. Denmark has just shown what the next layer of obligations looks like, and its supervisor is enforcing them on the payments layer first.

curacao-leak-finnish-suitability

A leak at a Caribbean regulator is a Finnish suitability problem

Tens of thousands of licensing documents were taken from the Curaçao Gaming Authority, including ownership records and the regulator's own assessments. Finland assesses applicants on reliability and suitability, seventy-five applications are pending, and most of them are foreign companies.
