Finland is opening part of its gambling market, not all of it. Three licence types, two regulators and a date that governs everything.

Adopted 16 December 2025, confirmed 16 January 2026, and in force in stages. Only part of the Act applied from 1 March 2026 — enough to run an application process, not enough to run a business.

A €29,000 application fee, non-refundable. A six to eight month processing target set by the National Police Board. No deadline, but a queue. And a licence that still does not let you trade.

Applications open 1 July 2027, and from 1 July 2028 operators may only use licensed software providers. The obligation is certain and dated; the requirements to satisfy it have not been published.
