Veikkaus has stated that it has submitted applications relating to both parts of the future system: the exclusive licence covering lotteries, scratchcards, physical slot machines and land-based casino games, and a gambling licence for the competitive market covering betting and online casino.
In May 2026 the company established two subsidiaries to separate these operations, a step required for competitive neutrality under EU rules. The entity competing in the licensed market from July 2027 is therefore legally distinct from the monopoly business.
The exclusive licence runs for ten years and Veikkaus has committed to market-based compensation for it, estimated at around €1 billion across that period, front-loaded during 2026.
