Paf

Paf is a gambling operator owned by the Government of Åland. Åland maintains its own gambling legislation separate from mainland Finland, and Paf operates internationally under Åland and Maltese licences.

Åland is not covered by the mainland Finnish gambling monopoly and sits outside the scope of the Gambling Act reform. Paf's position in relation to the mainland licensed market from July 2027 is a matter for the company and the regulator, and it has not confirmed an application.

Chief executive Christer Fahlstedt has engaged publicly with the reform's consequences. In February 2026 he told Hufvudstadsbladet that the volume of gambling advertising arriving with the licensed market would not be well received, and noted that unregulated alternatives could still reach vulnerable players.

That is an unusual position for an operator to take about a market opening, and it reflects Paf's stated public-benefit ownership structure rather than a commercial calculation.
