Borenius is a Finnish law firm advising on regulatory, corporate and dispute matters, including gambling regulation.

Borenius has published a practical guide to the new licensing regime covering the application process, the transfer of authority from the National Police Board to the Finnish Supervisory Agency, and the compliance framework operators must build: player identification and age verification, self-exclusion register integration, responsible gambling tools and marketing policies.

Its guidance is the source in which we found the requirement that operators prepare for the regulator's data reporting obligations, including the cryptographic signing system required under the National Police Board's binding regulations. That requirement receives little attention elsewhere and is the subject of our own analysis.

The firm has also noted the structural awkwardness that licensed operators will go live in July 2027 using software from suppliers who will not yet hold gambling software licences.
